[Q] : What is Costa Isabela?
[a] : Costa Isabela is a residential, hospitality, agricultural, recreational, industrial and commercial development in the municipalities of Quebradillas and Isabela, Puerto Rico. It is in the northwest of this Caribbean island, approximately 73 miles from the San Juan International Airport and approximately 10 miles from the Aguadilla International Airport. Costa Isabela's proximity to the Atlantic Coast features dramatic cliffs and encompasses an expansive stretch of a sandy beach and five miles of the Guajataca River.

[Q] : What is Royal Isabela?
[a] : Royal Isabela is a private residential community, a golf club and a lodge located within Costa Isabela.

[Q] : Who are the owners and developers of Royal Isabela?
[a] : Royal Isabela is owned and being developed by Costa Isabela Partners, Inc. and its affiliates, all of which are owned by brothers Stanley and Charlie Pasarell and Edwin Pérez Hernández.

[Q] : What facilities will be available at Royal Isabela?
[a] : Initially, Royal Isabela will consist of the following facilities:

  • Lodge with 20 casitas (rooms)
  • An 18 hole golf course and extensive practice facilities
  • Golf Pro Shop
  • Restaurant & open air bar
  • Library
  • Beach Access

[Q] : What are Covenants, Conditions and Restrictions?
[a] : The Covenants, Conditions and Restrictions or "CC&Rs" provide the basic rules for the Royal Isabela community. The CC&Rs are designed to protect all Royal Isabela property owners by ensuring the ideals behind the project are maintained for all time. The CC&Rs are permanent in that they are property easements governing all real estate within Royal Isabela. The complete CC&Rs are contained in the "Master Declaration of Covenants, Conditions and Restrictions for Costa Isabela" (the "Master Declaration"). The Master Declaration specifically provides that all real estate within Royal Isabela, including the private estates, is subject to the CC&R's.

[Q] : Will there be a neighborhood association?
[a] : Yes. Costa Isabela Master Association, Inc. (the "Master Association"), a non-profit corporation has been formed, where all the real estate owners of Royal Isabela will be members. The primary purpose of the Master Association is to maintain common areas such as roadways, entranceway and community improvements. Each Owner has the obligation and agrees to pay to the Master Association a homeowner's fee which shall be used for the maintenance of the common areas and generally, for promoting the recreation, welfare, common benefit and enjoyment of the Royal Isabela property owners.

[Q] : What responsibility will individual estate owners have?
[a] : Each estate owner will be responsibility for maintaining in good condition his or her own estate including, any houses or other structures on the estate, any boundary walls and fences, driveways or other parking areas, and any other improvements that the owner may add. Each estate owners' specific responsibilities are fully set forth in the Master Declaration.

[Q] : Can a person own more than one estate?
[a] : Yes. A person may own multiple estates. If the estates are adjacent to each other, there is a possibility that the owner could combine estates. Any such combination, however, would need to receive approval from the Architectural Review Committee ("ARC"). Owners will not be able to subdivide their estates.

[Q] : Are there ecologically sensitive areas in the Community?
[a] : Yes. Costa Isabela Partners, Inc. currently is working in partnership with the Government of Puerto Rico to designate and dedicate various ecologically sensitive and historically important sites within Costa Isabela to a permanent trust. Protected areas are expected to include various cliffs, streams, wetlands, sand dunes, and portions of a historic railroad. The protection of these areas will maintain scenic vistas and the native flora and fauna for property owners within Costa Isabela, including Royal Isabela estate owners. The restoration, conservation, preservation and maintenance of the dedicated areas will be overseen by a Conservation Trust to be established by Costa Isabela Partners, Inc. While the Conservation Trust will have a variety of funding sources, each estate owner will be required to contribute to the Conservation Trust in two ways. First, a portion of the purchase price of the estate will be given to the Conservation Trust. Second, a percentage of the homeowners' association fee will be allocated to the Conservation Trust.

[Q] : What, if any, are the restrictions on sale of estates?
[a] : No Owner shall sell or convey its estate unless all sums due to the Association and the club owner have been paid in full and an estoppels certificate in recordable form shall have been issued to the estate owner.

[Q] : Are estates subject to architectural standards?
[a] : Yes. Architectural standards will insure the protection and quality of the development and preservation of each estate's value. For more specific information please reference the "Architectural Review Guidelines." All construction will be subject to the ARC approval.
